UAE Financial Intelligence Unit and VARA Strengthen Cooperation Against Virtual Asset Crimes

The UAE Financial Intelligence Unit (FIU) and the Virtual Assets Regulatory Authority (VARA) have signed a memorandum of understanding aimed at strengthening cooperation in detecting and addressing financial crimes associated with virtual assets.

The agreement establishes a framework for the two authorities to exchange relevant financial information and expertise while coordinating their efforts in accordance with applicable laws and confidentiality requirements.

Stronger Oversight of Virtual Asset Risks

The partnership is designed to improve the authorities’ ability to identify suspicious activity and assess emerging financial crime risks within the rapidly developing virtual asset sector.

The agreement also supports broader UAE efforts to protect the integrity, security and resilience of the country’s financial system as digital asset markets continue to evolve.

The MoU was signed by Ali Faisal Baalawi, Head of the UAE Financial Intelligence Unit, and Matthew White, CEO of VARA.

Cooperation to Improve Financial Crime Detection

Baalawi said the rapid pace of technological development and the cross-border nature of financial crime make information sharing and institutional cooperation increasingly important.

He noted that closer coordination with VARA would strengthen the authorities’ ability to analyze suspicious activities, identify emerging patterns and better understand risks associated with virtual assets.

VARA Highlights Importance of Financial Intelligence

Matthew White said effective regulation depends on connecting supervisory insights with high-quality financial intelligence.

According to White, the MoU builds on the existing relationship between VARA and the UAE Financial Intelligence Unit by creating stronger channels for exchanging expertise, identifying emerging risks and coordinating responses to illicit activities.

He also emphasized the importance of continued cooperation among regulators, the Financial Intelligence Unit, law enforcement agencies and the private sector.

Supporting the UAE’s Financial System

The agreement reflects the two authorities’ commitment to strengthening national efforts to combat financial crime while maintaining the security and integrity of the UAE’s financial system.

The UAE Financial Intelligence Unit operates independently within the Central Bank of the UAE and is responsible for receiving suspicious transaction reports from financial institutions, designated non-financial businesses and professions, as well as virtual asset service providers.

The unit analyzes these reports and shares its findings with relevant authorities to support efforts against money laundering, related underlying crimes, terrorist financing and proliferation financing.
