MSMEDA Unveils Strategy at Egyptian Businessmen’s Association to Boost Industrial Financing and Formalization
The Egyptian Businessmen’s Association (EBA) hosted a senior delegation from the Micro, Small, and Medium Enterprises Development Agency (MSMEDA), headed by Chief Executive Officer Mostafa Hassan and Deputy CEO Mohamed Medhat. The meeting served as a platform to outline MSMEDA's new strategy designed to scale micro, small, and medium enterprises (MSMEs), sharpen their market competitiveness, and expand access to both financial and non-financial services—with a pronounced focus on marketing, export readiness, and digital transformation.
Chaired by Eng. Ali Eissa, the meeting was organized by the EBA’s MSME Committee, led by Eng. Hassan El Shafei. Deliberations focused on aligning private enterprise with international environmental criteria, stimulating domestic feeder industries and integrated supply chains, and establishing practical pathways to transition enterprises from the informal sector into the formal economy.
Capital Expansion and Industrial Prioritization
Mostafa Hassan affirmed that MSMEDA is positioning itself as a core growth catalyst for the enterprise sector through an integrated package of financing, technical assistance, youth empowerment, and institutional capacity building to navigate evolving macroeconomic dynamics.
Hassan revealed that the agency aims to substantially increase its financing portfolio allocated to the MSME sector, with strategic emphasis placed on industrial and productive manufacturing. The updated roadmap aims to empower entrepreneurs to execute viable ventures, access international markets, and secure global quality certifications to elevate Egypt's overall economic output.
Furthermore, Hassan highlighted the agency’s upcoming rollout of customized technical support tailored to the specific needs of individual enterprises, alongside the deployment of a unified, data-driven architecture. MSMEDA is also prioritizing the integration of cost-effective, homegrown digital solutions powered by artificial intelligence (AI) to optimize operational efficiency across small enterprises.
Driving Formalization and Industrial Allocation
Mohamed Medhat, Deputy CEO of MSMEDA, reported that industrial enterprises secured roughly 40% of the agency's total recent financing disbursements—a distribution directly reflecting national directives to localize manufacturing and champion domestic goods.
Medhat also disclosed that the agency has successfully facilitated the formal licensing of approximately 2,500 enterprises in a short period, integrating them into the formal economy. This transition enables businesses to capitalize on the financial and regulatory incentives mandated by Law No. 152, including tax exemptions and substantial fiscal reliefs. He emphasized that the agency is continuously refining its financial and non-financial toolkits to ensure enterprises can scale sustainably, enhance competitiveness, and smoothly integrate into the national economic fabric.
The discussions concluded by examining key implementation pillars, including collaborative frameworks between MSMEDA and the Industrial Modernisation Centre (IMC) to reinforce feeder industries, close coordination with business associations to unlock new industrial investment opportunities, and structured incentive programs designed to absorb informal businesses into the formal marketplace.
