Dubai’s RTA and DIEZ Launch ”Dubai Mobility Labs” to Accelerate Autonomous Vehicle Testing
Dubai's Roads and Transport Authority (RTA), in collaboration with the Dubai Integrated Economic Zones Authority (DIEZ), has inaugurated the 'Dubai Mobility Labs.' This cutting-edge facility represents the Middle East's smartest integrated proving ground dedicated to testing autonomous and future mobility technologies.
The project embodies the leadership's vision to position Dubai as a premier global hub for developing, testing, and certifying state-of-the-art mobility systems. It serves as a pioneering environment that attracts global manufacturers, developers, research institutions, and specialized talent, accelerating the transition of innovative technologies from the testing phase to actual commercial deployment.
Crucially, the labs support the objectives of the 'Dubai Smart Self-Driving Mobility Strategy,' which aims to transform 25% of all transportation trips in the emirate into autonomous journeys by 2030.
**An Integrated Testing Ecosystem**
Located in Dubai Silicon Oasis (DSO)—DIEZ’s specialized knowledge and innovation zone—the project combines dedicated test tracks with a versatile mixed-use area. This controlled environment simulates a wide array of traffic conditions, complemented by real-world testing environments on public roads extending from DSO to the Al Qudra area.
This seamless integration allows for the rigorous performance evaluation of autonomous vehicles under diverse operational conditions. It tests their ability to navigate varying traffic and environmental dynamics in accordance with the highest safety and reliability standards.
The comprehensive ecosystem supports 248 test scenarios across controlled and public road environments. The mixed-use zone alone accommodates 195 scenarios, comprising 143 core designs and 52 design enhancements that maximize testing readiness and operational diversity.
The mixed-use zone includes various traffic tracks, administrative facilities, and three light industrial support units equipped for internal operations. It is also outfitted with three 60kW electric vehicle (EV) chargers to meet the technical requirements of participating entities.
**Infrastructure for the Future**
Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, stated that the launch translates the leadership's directives to solidify Dubai as a global model for smart and autonomous mobility. He emphasized that the project offers a strategic infrastructure to validate the safety, efficiency, and readiness of next-generation mobility solutions before public road deployment.
'The strategic importance of the project goes beyond creating a specialized testing ground; it involves building an integrated global innovation ecosystem that brings together vehicle manufacturers, tech developers, startups, research institutions, and regulatory bodies,' Al Tayer added.

Dr. Mohammed Al Zarooni, Executive Chairman of DIEZ, noted that the initiative aligns with the Dubai Economic Agenda (D33), which aims to build a globally competitive, knowledge-driven economy.
'Through these qualitative initiatives, DIEZ continues to support the growth of future-focused sectors, attract global investments and talent, and foster a knowledge-based economic ecosystem,' Al Zarooni said. He highlighted that DSO provides a robust infrastructure that accelerates the transition of autonomous mobility technologies from testing to practical application.
