FRA Moves to Enhance Egypt’s Movable Collateral Registry Services and User Experience

The Financial Regulatory Authority (FRA) has launched an expanded dialogue with stakeholders to develop the services, procedures, and electronic operating system of Egypt’s Movable Collateral Registry, aiming to improve efficiency, facilitate access to financing, and enhance the use of movable assets as collateral.

The initiative follows directives from FRA Chairman Dr. Islam Ezzam and focuses on assessing the effectiveness of the registry’s services and identifying key observations and recommendations from its users.

As part of the initiative, the FRA surveyed lending institutions to evaluate the registry’s services, procedures, electronic system, and user experience. The feedback included several technical and operational observations, prompting the authority to hold a detailed meeting to discuss the challenges faced by registry users and explore potential improvements.

The meeting was held at the FRA headquarters and chaired by Dr. Mohamed Abdel Aziz, FRA Assistant Chairman and Supervisor of the Movable Collateral Registry. It was attended by members of the registry’s unit, representatives of lending institutions registered with the system, and representatives of e-Finance, the current operator of Egypt’s Movable Collateral Registry.

Participants discussed technical and operational challenges, user feedback, and proposals aimed at improving the registry’s services and enhancing the experience of lending institutions. The discussions also addressed ways to ensure that the registry’s services and updates keep pace with evolving market needs.

The proposed improvements will undergo the necessary technical and legal reviews before implementation priorities and mechanisms are determined, in line with the regulatory framework governing the registry. The FRA will continue coordinating with e-Finance and lending institutions to monitor implementation progress and assess the impact of the proposed measures on the efficiency and ease of using the registry.

The initiative is part of the FRA’s ongoing digital transformation efforts and its strategy to develop the technological infrastructure supporting non-banking financial services. It also aims to strengthen the movable collateral system, facilitate access to financing, and support Egypt’s business environment.

The number of registrations on Egypt’s Movable Collateral Registry increased from 254,814 at the end of February 2026 to 285,015 at the end of August 2026, representing a growth of approximately 11.9%. The value of registered collateral also rose from around EGP 4 trillion to EGP 4.6 trillion during the same period, an increase of approximately 15.4%.

Movable collateral refers to assets used by their owners as security to obtain financing for investment and business activities. The FRA established a centralized electronic registry to record, amend, and cancel security interests over movable assets. The system is designed to reduce financing costs and the time required to verify collateral and credit risks, while improving the quality of available collateral information and enhancing transparency.

The FRA reaffirmed its commitment to continuously developing the Movable Collateral Registry and improving its services to provide greater efficiency and flexibility for financial institutions, lenders, and other users of the system.
