Central Bank of Egypt Governor Hassan Abdalla Participates in 48th Annual Meetings of African Central Banks in Nairobi

Hassan Abdalla, Governor of the Central Bank of Egypt (CBE), led Egypt’s delegation to the 48th Annual Meetings of the Association of African Central Banks (AACB), hosted by the Central Bank of Kenya in Nairobi from September 13 to 18, 2026.

The meetings brought together governors from 34 central banks out of the association’s 41 member institutions, representing 53 African countries.

Abdalla participated in several high-level meetings, including the Annual Governors’ Symposium, which focused on “Monetary Integration and Fiscal Sovereignty in Africa: Strategic Visions for Reducing the Continent’s Dependence on International Institutions.” The symposium concluded in the presence of Kenyan President William Ruto.

During the AACB Governors’ Council meeting on September 18, participants reviewed the association’s activities during the current year and approved its work program for the coming year. The council also approved the composition of the association’s Bureau of Governors for the upcoming year.

As part of the new structure, the Central Bank of Egypt joined the Bureau as Vice-Chair of the North African region, paving the way for Egypt to assume the chairmanship of the region in 2028.

The Governors’ Council also approved the publication of the second edition of the African Financial Stability Report, building on the first edition, which contributed to developing a comprehensive framework for monitoring and assessing risks that could affect financial stability across African countries.

The report is one of the key outputs of the African Financial Stability Committee, which was established following a proposal by CBE Governor Hassan Abdalla to the AACB in 2024. The committee aims to support financial stability across the continent while strengthening coordination and the exchange of information, expertise and best practices among African central banks in financial stability and macroprudential policy.

The Central Bank of Egypt chairs the working group responsible for preparing the report, with the participation of several African central banks representing different regions of the continent. The report will be published through the Financial Stability Committee’s electronic portal on the AACB website.

Banking Supervision Cooperation

The meetings also reviewed the activities of the Basel Standards Implementation Working Group, chaired by the Central Bank of Egypt, as part of efforts to strengthen cooperation and knowledge-sharing among African central banks.

The group’s activities included two virtual seminars covering climate-related financial risks and sustainable finance, as well as effective supervision based on supervisory and risk-management frameworks. It also organized an in-person seminar at the Central Bank of Egypt addressing current and emerging supervisory developments.

In addition, the working group publishes regular newsletters highlighting key developments issued by the Basel Committee. These publications are made available through the group’s electronic platform on the AACB website, which was launched in September 2025.

The meetings also presented the working group’s proposed activities for the 2026–2028 period.

African Monetary Institute

Abdalla also participated in an introductory session of the Board of Directors of the African Monetary Institute (AMI) following the approval of its new composition by the Governors’ Council.

The board includes Egypt, Tunisia and Morocco representing North Africa, alongside 12 central banks representing the association’s five regions.

The session marked an institutional step toward activating the institute and enabling it to begin carrying out its mandate to support African monetary and financial cooperation and integration.
