Egypt Expands Unified Government Services Card as President El-Sisi Pushes AI, Cloud Computing and Digital Infrastructure
President El-Sisi Reviews Expansion of Unified Government Services Card and Egypt’s Digital Transformation Efforts
Egyptian President Abdel Fattah El-Sisi held a meeting today with Prime Minister Mostafa Madbouly, Minister of Communications and Information Technology Raafat Hindi, and Major General Staff Hany Mahmoud Mansour, Director of the Signal Department of the Armed Forces, to review the latest developments in Egypt’s digital transformation agenda.
According to Presidential Spokesman Ambassador Mohamed El-Shenawy, the meeting focused on the expansion of the Unified Government Services Card system, which aims to streamline access to public services and support the country’s digital transformation strategy.
Minister Raafat Hindi said the Ministry of Communications and Information Technology is continuing its coordination with the Ministry of Supply and Internal Trade to develop the system, enhance its technical and operational efficiency, and gradually expand the range of services provided through the card.
President El-Sisi directed officials to closely monitor the implementation of the Unified Government Services Card, ensuring the integration of databases, efficient system operation, and continued development of government services.
The meeting also reviewed efforts to boost ICT exports and localize electronics manufacturing. Egypt is targeting digital exports of $8 billion by 2028, while digital outsourcing service exports are expected to reach $12 billion by 2029. The government also aims to increase the number of companies operating in electronics design to 120 by 2030.
The minister further outlined the ministry’s efforts to develop advanced digital infrastructure capable of supporting smart applications and solutions powered by artificial intelligence. Discussions also covered the integration of AI applications across key sectors and the role of the Applied Innovation Center in developing innovative solutions based on emerging technologies.
President El-Sisi stressed the importance of attracting and stimulating investment in cloud computing and artificial intelligence, alongside expanding the construction of hyperscale data centers, which he described as a key pillar of the digital economy.
The meeting also addressed the presidential Digital Pioneers – Digilians initiative, implemented in cooperation between the Ministry of Communications and Information Technology and the Egyptian Military Academy. President El-Sisi emphasized the need to ensure accuracy, transparency and neutrality in selecting beneficiaries, particularly given the initiative’s role in preparing participants for jobs in the labor market.
Cybersecurity was also discussed as a fundamental component of Egypt’s digital transformation strategy and a key factor in strengthening trust in digital services. The meeting reviewed the implementation of the government’s Karnak AI program, which contributes to Egypt’s efforts to strengthen digital sovereignty and establish a foundation for developing generative AI applications in Arabic.
Minister Raafat Hindi also presented the measures taken by the ministry in response to the President’s directives to protect children under the age of 15 from harmful content on social media networks and platforms. The discussion included details of the joint decision issued by the National Telecommunications Regulatory Authority and the Supreme Council for Media Regulation on September 17, 2026.
At the conclusion of the meeting, President El-Sisi directed the government to expand the use of artificial intelligence and cloud computing technologies, while continuing to develop Egypt’s telecommunications market and strengthen digital transformation efforts to improve the quality of services provided to citizens.
He also called for expanding the deployment of 5G networks, strengthening the resilience of telecommunications infrastructure and reducing concentration risks, with the aim of supporting the efficiency and sustainability of Egypt’s ICT sector and reinforcing the country’s position as a regional and international hub for data centers.
