Capitalizing on the overwhelming success of its inaugural offering, the UAE Ministry of Finance has announced the launch of the second issuance of its retail Government Treasury Sukuk program. The new five-year, Sharia-compliant sovereign instrument is designed to broaden the participation of citizens and residents in secure government-backed investments.

Aligning with the national objectives of the "Year of the Family 2026," the initiative seeks to foster a culture of long-term financial planning and saving. With a highly accessible minimum subscription threshold of just AED 1,000, the program further cements the UAE’s strategic position as a premier global hub for Islamic finance and capital market innovation.

Strategic Vision and Market Access

H.E. Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, highlighted that the retail T-Sukuk program is a strategic pillar for financial inclusion, empowering individuals to invest directly in low-risk sovereign debt. He emphasized the Ministry's commitment to deepening local capital markets, expanding the investor base for AED-denominated debt, and delivering a seamless digital investment experience.

To ensure frictionless retail access, subscriptions will be processed entirely through digital channels, including the Dubai Financial Market (DFM) e-subscription platform, the "iVestor" app, and the digital portals of authorized receiving banks. Emirates NBD will act as the lead receiving bank, supported by a syndicate comprising Emirates Islamic, ADIB, Ajman Bank, Mashreq, ADCB, and FAB. Upon the completion of allocation and settlement, the Sukuk will be listed for secondary market trading on Nasdaq Dubai.

The launch of the second tranche follows the exceptional performance of the first issuance, which debuted on Nasdaq Dubai in July 2026. The inaugural offering demonstrated massive retail appetite and achieved high demographic penetration:
