India has firmly reiterated its commitment to prioritizing national energy security and continuing the diversification of its energy supply sources based on market conditions. New Delhi issued a stark warning that newly proposed U.S. legislative measures—designed to penalize nations importing Russian energy—could strain bilateral relations between India and the United States and destabilize global energy markets.

The diplomatic pushback follows the passage of a bill by the U.S. House of Representatives that would grant President Donald Trump the authority to impose tariffs of up to 100% on countries, explicitly including India and China, to force a reduction in their reliance on Russian oil and natural gas. The legislation awaits the President's signature to become law.

India's Diplomatic Stance and Economic Imperatives

The Indian Ministry of External Affairs confirmed it is closely monitoring the legislative developments in Washington. According to the Ministry, Indian officials have engaged their American counterparts in recent months to highlight the widespread ramifications of such punitive measures.

Protecting Commercial Interests: The Ministry stated that India is prepared to take necessary actions to shield its economic and commercial interests, working closely with domestic trade and industrial sectors to mitigate any potential fallout.

The Energy Security Mandate: As the world’s third-largest oil importer, India views energy security as a non-negotiable priority for its vast population and rapidly growing economy. On Wednesday, the U.S. House of Representatives passed the "Lindsey O. Graham Act to Punish Russia and Iran of 2026." The legislation represents a significant escalation in Washington's strategy to exert maximum economic pressure on Moscow regarding its war in Ukraine, while simultaneously targeting Tehran.

By authorizing punitive tariffs of up to 100% against nations that continue to procure Russian energy, the bill seeks to aggressively curtail Moscow's export revenues. However, the move risks triggering severe friction with major global economies like India and China, particularly at a time when global energy markets are already navigating heightened volatility and supply risks associated with ongoing conflicts in the Middle East.
