Egypt’s War Production Ministry, Intel Sign MoU to Advance AI Localization and Skills Development
Egypt’s Minister of State for Military Production, Dr. Salah Soliman Gombalat, witnessed the signing of a Memorandum of Understanding (MoU) between Toya Technology, an affiliated company of the Ministry of Military Production, and Intel, aimed at advancing artificial intelligence (AI) technologies, developing technical skills, transferring expertise, and exploring local assembly opportunities.
The MoU was signed at the Ministry’s Training Sector headquarters in Salam City by Khaled Mohamed Mahrous, Chairman of Toya Technology, and Taha Mohamed Khalifa, General Manager of Intel Middle East and Africa, in the presence of Gisselle Ruizylanza, Intel’s General Manager for Europe, the Middle East and Africa, along with officials from both sides.
Gombalat said the agreement supports the ministry’s efforts to establish an integrated AI ecosystem through specialized training, capacity building, knowledge transfer, and technical expertise. It also aims to explore opportunities to locally apply and assemble selected technology solutions, in line with Egypt’s strategy to localize advanced technologies and deepen domestic manufacturing.
The minister highlighted the importance of expanding cooperation with leading global technology companies and turning partnerships into practical programs that contribute to developing human and technological capabilities.
Under the MoU, the two sides will cooperate on skills development and capacity building, specialized AI training content, and Training of Trainers (TOT) programs. The agreement also provides for the exchange of technical expertise and advisory support related to training programs.
The partnership will also explore opportunities for the local assembly of Edge AI solutions and personal computers, supporting efforts to expand Egypt’s locally assembled technology products, increase local value-added manufacturing, and leverage national industrial capabilities.
For its part, Gisselle Ruizylanza expressed Intel’s interest in cooperating with the Ministry of Military Production in training, knowledge transfer, and the development of AI applications.
Taha Khalifa said the cooperation aims to support skills development and the practical application of AI technologies, while exploring opportunities to localize and assemble selected technology solutions in Egypt.
The agreement follows a meeting held between the Minister of State for Military Production and Intel representatives in July, during which the two sides discussed potential cooperation in AI solutions, industrial software, data centers and servers, Ethernet networking technologies, Edge AI, smart cameras, and AI Box units.
