ICT Minister Discusses Integrated Data Center and AI Hub Project with Heka Data, US Consortium

Minister of Communications and Information Technology Raafat Hendy has met with a delegation from data center developer Heka Data and a U.S. consortium of data center developers, led by Chairman of Heka Data Ahmed El-Hefny. The discussions covered the company’s plans to establish an integrated major data center and AI hub in Egypt, capitalizing on the country’s competitive advantages to position Egypt as a regional and global hub for data centers, cloud computing, and digital services.

The meeting was attended by Executive President of the National Telecom Regulatory Authority (NTRA) Mohamed Shamroukh, CEO of the Information Technology Industry Development Agency (ITIDA) Ahmed Elzaher, Head of the Central Department for Resources and Technical Assistance and Acting Head of the Central Department for Technological Projects and Outsourcing at the Ministry of Communications and Information Technology (MCIT) Saad Roshdy, along with senior officials from MCIT, NTRA, and Telecom Egypt.

The meeting explored opportunities to collaborate on the project, leveraging Egypt’s strategic location, advanced digital infrastructure, fiber-optic networks, and subsea cable system connecting the country to regions around the world, along with its growing pool of specialized ICT talent.

The ICT Minister said Egypt remains committed to building international partnerships with companies and institutions specializing in data center development and digital infrastructure, drawing on global expertise and technology to strengthen its position as a regional data center hub. The government, he said, welcomes strategic investments that support the transfer and local development of emerging technologies and help build an integrated data center and AI ecosystem serving Egyptian, regional, and international markets. Expanding this industry, he added, is a key driver of Egypt's economic competitiveness and a pathway to attracting further technology investment.

Hendy noted that the rapid advancement of AI is driving growing demand for advanced digital infrastructure, particularly high-performance data centers. He explained that Egypt is developing an integrated ecosystem designed to accommodate this growth, create an enabling environment for advanced digital services, and strengthen the country’s capacity to host and process data and serve businesses and institutions in Egypt and across the region.

For their part, the Heka Data delegation and the U.S. consortium presented their vision for the project and highlighted the potential of the Egyptian market, which they described as one of the region’s most promising markets. They further expressed their interest in deepening cooperation with the Egyptian government and moving forward with the necessary studies and procedures to advance the project.

The meeting addressed the project’s initial scope, scale, and implementation phases, along with the investment and technology opportunities it could offer, its potential to generate new jobs, and its role in supporting the growth of cloud computing, AI, and digital services in Egypt and the region. The discussions also examined measures to establish an enabling environment for the project and streamline the necessary procedures in coordination with the relevant authorities.

The meeting also highlighted the government’s efforts to develop digital infrastructure and create a supportive environment for the expansion of the data center industry, a key pillar of the digital economy and a major driver of the growth of cloud computing, AI, and digital services.

In addition, the discussion underscored the importance of integrating digital infrastructure with the power supply needed to operate data centers, ensuring reliable and efficient operations, particularly as global demand for data center services continues to grow rapidly, driven by the expansion of cloud computing and AI applications.
