China’s Top Memory Chipmaker ChangXin Sues Pentagon Over Military Blacklist Designation
ChangXin Memory Technologies (CXMT), China's largest memory chip manufacturer, has filed a lawsuit against the US Department of Defense (Pentagon), challenging its inclusion on a blacklist of companies Washington alleges assist the Chinese military.
In its complaint filed in a US federal court, ChangXin stated that it "is not affiliated with the Chinese military," emphasizing that it exclusively designs, manufactures, and sells dynamic random-access memory (DRAM) chips for civilian and commercial applications rather than military use.
The Pentagon stated that, as a matter of policy, it does not comment on pending litigation or ongoing legal proceedings.
Designated Under Biden, Maintained Under Trump
The US Defense Department originally designated ChangXin as a Chinese military-linked company under former President Joe Biden's administration. President Donald Trump's administration subsequently retained the chipmaker on the blacklist during a list update issued in June 2026.
