Egypt’s Ministries of Justice and Investment Sign Strategic Protocol to Digitize and Expedite Investor Services

Under the directives of President Abdel Fattah El-Sisi to solidify the foundations of digital transformation, enhance the investment climate, and improve Egypt's business environment, a joint cooperation protocol was signed today, Thursday, at the Cabinet headquarters in New Alamein City.

The signing ceremony was attended by Counsellor Mahmoud Helmy El-Sherif, Minister of Justice, and Dr. Mohamed Farid, Minister of Investment and Foreign Trade, alongside several senior officials from both ministries.

The protocol establishes a formal partnership between the Real Estate Registration and Notarization Department (Ministry of Justice) and the General Authority for Investment and Free Zones (GAFI).

Key Objectives and Digital Integration

The primary goal of the protocol is to radically simplify procedures for investors through complete electronic integration between the notarization applications and GAFI's systems. The initiative ensures the real-time provision of notarization services directly to GAFI.

The following table highlights the core digital services activated under this protocol:

Digital Service / FeatureOperational Impact

Real-Time POA VerificationEnables instantaneous inquiries regarding the authenticity and validity of Powers of Attorney (POAs) issued by the Notarization Department.

Ministerial Insights on the Investor Journey

Dr. Mohamed Farid, Minister of Investment and Foreign Trade, emphasized that upgrading the "investor journey" requires continuous coordination and integration across various government entities.

"Leveraging digital solutions for the exchange of data and documents minimizes the procedural burden on investors and reduces the time required to access services. This protocol is a crucial step toward achieving inter-agency integration, streamlining the setup and operation of projects, and ultimately attracting new investments while expanding existing ones," stated Dr. Farid.

In his post-signing remarks, Counsellor Mahmoud Helmy El-Sherif, Minister of Justice, highlighted the strategic alignment of the protocol with broader national goals.

"Signing this protocol reflects the Ministry of Justice’s fundamental commitment to a full transition into a smart digital environment. Providing secure, electronic notarization services to companies is a fundamental pillar for protecting investor funds, saving time and effort, and bolstering the state's efforts to attract both domestic and foreign investments. Ultimately, this enhances the confidence of businessmen and investors in the Egyptian procedural system," the Minister of Justice affirmed.
