The Egyptian Society of Taxation Experts stated that the newly approved "Tax Sukuk" by President Abdel Fattah El-Sisi represents a novel financing mechanism designed to secure immediate government liquidity at a lower cost than traditional borrowing. While it offers taxpayers a guaranteed investment avenue, the Society cautioned that the success of these instruments hinges on establishing clear regulations and flexible procedures to attract investor subscription.

Transforming Tax Liabilities into Investments

MP Ashraf Abdel Ghani, Secretary of the Senate's Economic Affairs Committee and Founder of the Society, explained that the presidential approval of Tax Sukuk aims to alleviate pressure on the state budget, reduce the debt service bill, and introduce a non-traditional funding source.

Under this system, investors earn returns on funds they are scheduled to pay later as taxes. This mechanism effectively transforms a future tax liability into a yield-generating investment, bearing strong similarities to the advance tax payment system.

Key Challenges Facing Tax Sukuk

Despite the potential benefits, Abdel Ghani highlighted five core challenges that could hinder the initiative's success:

SME Liquidity Constraints: Small and most medium-sized enterprises (SMEs) lack the necessary cash flow to subscribe to these financial instruments.

Debt Classification: Tax Sukuk remain a form of debt, which may place pressure on future state revenues rather than generating real, sustainable productive growth.

Yield Payout Burden: Disbursing the yields on these Sukuk will strain state resources, adding an extra financial obligation to the public treasury.

Future Budget Gaps: Consuming future tax revenues today could lead to structural shortfalls in upcoming state budgets.

Market Adoption & Transparency: As a novel financial tool in the Egyptian market, the business community's receptiveness remains uncertain, alongside concerns regarding the tax administration's capacity to maintain strict transparency in handling the Sukuk.

To ensure the viability and success of the Tax Sukuk, the Society put forward a set of recommendations aimed at incentivizing the business community and safeguarding the state budget:
