Dubai Ranks Second Globally in BCG’s Smart Cities Index, Showcasing AI and Tech Leadership
Dubai has ranked second globally in the Smart Cities Index published by Boston Consulting Group (BCG), which assessed 61 cities across 39 countries. This milestone achievement reflects the emirate's global leadership in the adoption of modern technologies and artificial intelligence (AI).
The ranking underscores the advanced position the emirate has cemented in leveraging technology to elevate the quality of life, upgrade government services, and facilitate business operations. It embodies the success of Dubai's vision to build a human-centric digital city that anticipates the future through innovative and sustainable solutions.
Comprehensive Evaluation Framework
Published for the first time by BCG, the index serves as a global benchmark measuring the maturity of cities in utilizing digital technologies and AI to create a tangible impact on residents' lives and the business sector.
The index evaluates 61 major global cities based on five primary pillars: Outcomes, Strategy, Adoption, Ways of Working, and Enablers. Furthermore, it incorporates 35 sub-indicators covering 14 aspects of digital transformation, providing a holistic assessment of a city's capacity to deploy technology for sustainable development and enhanced competitiveness.
Leading in AI Adoption
The report highlighted that Dubai leads global cities in the adoption of AI technologies and smart city solutions, recording the highest performance levels among the index's pillars. This success is attributed to the extensive rollout of AI applications and smart digital services across various sectors.
This advanced level of AI adoption has enabled Dubai to achieve one of the highest levels of digital maturity among the surveyed cities, validating its successful approach in translating technology into practical services and solutions with a direct impact on people and businesses.
Leadership Perspectives
Hamad Obaid Al Mansoori, Director General of Digital Dubai, commented on the achievement:

Belhoul further noted that Dubai continues its journey to establish a global model in foresight by building an integrated ecosystem that combines innovation, R&D, agile legislation, and effective partnerships to accelerate AI deployment and future readiness.
AI as a Core Operational Pillar
The BCG report demonstrated that cities integrating AI into the core of their services and operations achieve faster and more sustainable results in improving quality of life and service efficiency. Leading cities boast a higher number of practical use cases and achieve greater resident satisfaction, reflecting a growing shift toward utilizing AI as a fundamental part of a city's operational infrastructure rather than just a supporting technology.
Additionally, the report noted a strong correlation between the frequent use of generative AI tools and residents' high trust and positive outlook toward these technologies. It pointed out that cities in the Middle East, notably Dubai, record exceptionally high levels of enthusiasm for adopting and benefiting from AI applications.
