Egypt Unveils New Incentives for Digital Freelancers to Accelerate Offshoring Growth

Egypt is stepping up its ambitions to become a global hub for digital services and outsourcing, with the Information Technology Industry Development Agency (ITIDA) preparing a new package of incentives to strengthen the competitiveness of freelance professionals and expand the country's digital exports.

Speaking at WorkShift Summit 2026 on behalf of Ahmed Elzaher, CEO of ITIDA, Mahmoud Sofrata, Vice President for Market Development, said freelancing has evolved from an alternative employment model into one of the key pillars of Egypt’s digital economy and a major contributor to the country's offshoring strategy.

“The expansion of freelancing is directly supporting Egypt’s digital exports and strengthening its integration into global digital services markets,” Sofrata said.

He noted that Egypt has emerged as one of the world’s leading freelancing destinations, ranking ninth globally, according to World Bank data, with approximately 850,000 digital freelancers currently operating across various sectors.

Sofrata attributed this growth to Egypt’s strong talent pipeline, with nearly 750,000 university graduates entering the labor market each year, including around 50,000 engineering graduates, creating one of the largest pools of multilingual, cost-competitive technology professionals across Europe, the Middle East, and Africa.

Despite this progress, he stressed that Egypt remains at an early stage of fully capitalizing on the expanding global demand for digital services, as international competition among outsourcing destinations continues to intensify.

According to Sofrata, success in freelancing—particularly in technology-related fields—depends not only on technical expertise but also on competitive pricing, communication skills, and the ability to manage international clients effectively.

To strengthen Egypt's competitive position, ITIDA continues to expand its digital talent development strategy through specialized initiatives such as Egypt FWD and ITIDA Gigs, which provide training programs designed to equip freelancers with internationally competitive digital skills and improve their access to global employment opportunities.

Sofrata also revealed that the agency is finalizing a new package of incentives and support programs specifically targeting freelance professionals. The initiative aims to enhance their global competitiveness, increase their contribution to Egypt’s digital exports, and reinforce the country's position as a leading destination for IT outsourcing and cross-border digital services.

He noted that the ICT sector currently contributes more than 6% of Egypt’s GDP, with freelance professionals playing an increasingly important role in supporting the country's ambitious growth targets.

Egypt generated approximately $5.2 billion in digital offshoring revenues in 2025 and is targeting $6 billion in 2026, leveraging its expanding network of remote digital professionals to drive export growth and strengthen the country's knowledge-based economy.

WorkShift Summit 2026, Egypt's first executive summit dedicated to freelancing, remote work, and the digital economy, brought together senior representatives from the ministries of communications, labor, and investment alongside industry leaders to discuss policies aimed at expanding digital employment and positioning Egypt as a regional leader in digital talent and cross-border services.
