The Financial Regulatory Authority (FRA), presided over by Dr. Islam Azzam, has officially approved granting a provisional Third-Party Administrator (TPA) license to "Medmark TPA" to manage healthcare programs. The regulatory approval was issued in compliance with the provisions of the Unified Insurance Law No. 155 of 2024 and the FRA's Decree No. 229 of 2025 regarding the regulatory framework for TPA operations.

The FRA confirmed that this approval forms part of its ongoing institutional efforts to regulate, restructure, and develop Egypt's insurance and healthcare markets. By establishing a comprehensive legislative and regulatory framework for healthcare program administration, the authority aims to elevate the efficiency of services delivered to beneficiaries while tightening governance and oversight metrics across the sector.

The TPA Operational Moat and Regulatory Mandate

Under the newly codified Unified Insurance Law, Third-Party Administration (TPA) is classified as a strictly regulated financial utility. Licensed corporate entities are legally authorized to manage healthcare portfolios, process medical claims, and directly intermediate and coordinate operations between primary insurance providers and networks of medical service providers. This structural setup is designed to optimize the efficiency of the private health insurance and medical care ecosystem.

The FRA issues these corporate licenses under its constitutional mandate to supervise, audit, and regulate non-banking financial services (NBFS). The regulator's enforcement net covers the insurance sector and all its auxiliary activities, ensuring complete alignment with approved structural standards and regulatory benchmarks.
