Egypt’s ICT Minister Discusses Expansion Plans with Foundever as Company Targets New Giza Hub and Luxor Workforce Growth

 Egypt’s Minister of Communications and Information Technology, Eng. Raafat Hindi, met with Benedita Miranda, Chief Operating Officer for Europe, Middle East and Africa at Foundever, alongside senior executives from the global customer experience and digital solutions company, to discuss the company’s expansion plans and growing investments in Egypt’s outsourcing and digital services sector.

 

The meeting was attended by Mina Wahba, CEO of Foundever Egypt, Ahmed Elzaher, CEO of the Information Technology Industry Development Agency (ITIDA), Mahmoud Safrouta, Vice President of ITIDA for Market Development, Vitor Silva, Vice President of Operations at Foundever, and senior officials from the Ministry of Communications and ITIDA.

 

During the meeting, the minister reaffirmed Egypt’s commitment to supporting local and foreign investments in the ICT sector, particularly in outsourcing services and digital exports, describing the sector as one of Egypt’s most promising industries with strong regional and global competitive advantages.

 

Hindi noted that the government continues to create an investment-friendly environment through expanding digital skills programs, developing qualified talent, strengthening digital infrastructure, and providing incentives that enable multinational companies to scale operations and increase exports of digital services from Egypt to global markets.

 

He added that the Ministry’s strategy aims to position Egypt as a global hub for outsourcing and cross-border digital services, stressing that the continued expansion of international companies reflects growing confidence in Egyptian talent and the sector’s sustainable growth potential.

 

The minister also praised Foundever’s plans to expand beyond Greater Cairo, particularly in Upper Egypt, emphasizing the government’s support for geographic diversification to create high-quality job opportunities for youth across different governorates.

 

The meeting reviewed Foundever’s expansion roadmap in Egypt, where the company currently employs around 2,700 specialists across its centers in Maadi, Nasr City, and Luxor. The company plans to increase headcount at its Luxor center from 350 specialists to 1,000 during the next quarter, while also launching a new center in Giza later this year.

 

Discussions also covered the company’s use of artificial intelligence, automation, and digital analytics to enhance customer experience solutions and improve operational efficiency.

 

Benedita Miranda highlighted Foundever’s efforts to develop Egyptian talent through cooperation with ITIDA under the “Train to Hire” initiative, in addition to the company’s language academies in Cairo and Luxor that prepare youth for multilingual customer service and outsourcing careers.

 

She also highlighted the company’s “Freelance Mama” initiative, launched as part of its social responsibility efforts to economically empower women through training in digital and freelance skills. The initiative has already graduated more than 250 women and equipped them with remote work capabilities.

 

Miranda said Egypt continues to strengthen its position as one of the world’s leading service delivery destinations.

 

“What truly distinguishes Egypt is the strong interpersonal and human skills of its people, which, combined with high language proficiency, have positioned the country among the best customer experience delivery destinations globally,” she said, praising the support provided by the Ministry of Communications and ITIDA for the company’s growth in Egypt.

 

She also pointed to Foundever’s growing investments in artificial intelligence and technology, including its AI Center of Excellence in Barcelona, which already includes Egyptian professionals specializing in AI development and supporting global innovation initiatives.

 

Miranda further reviewed the company’s upcoming launch of AgentTech AI, Foundever’s proprietary AI-powered platform designed to enhance operational efficiency and improve customer experience.

 

Ahmed Elzaher, CEO of ITIDA, said the company’s new expansions reflect growing confidence in the Egyptian market and the capabilities of local talent. He stressed that ITIDA continues to attract foreign investment in outsourcing services while supporting growth through specialized and multilingual training programs tailored to the needs of global companies.
