Egypt Strengthens Investment Framework: Said Arafa Appointed Assistant Minister for Investment Contracts

 Dr. Mohamed Farid Saleh, Egypt’s Minister of Investment and Foreign Trade, has issued Decree No. 196 of 2026, appointing Mr. Said Arafa as Assistant Minister for Investment Contracts. This strategic move aims to bolster the ministry’s legal and contractual infrastructure, leveraging Arafa’s 25 years of specialized expertise in economic legislation and non-banking financial sectors.

Arafa previously served as the Legal Advisor to the Ministry of Public Business Sector for a decade and currently holds the position of Legal Advisor to the Egyptian Exchange (EGX). His career includes a long tenure at the Financial Regulatory Authority (FRA), where he spearheaded the development of critical laws such as the Capital Market Law, Financial Leasing and Factoring, and Microfinance. His appointment is expected to enhance the transparency and efficiency of investment contracts, providing a more robust legal shield for foreign and domestic investors alike.
