Egypt Streamlines Industrial Licensing: New Rules Allow Activity Changes Without Prior Environmental Approval
The Industrial Development Authority (IDA) has unveiled a landmark set of regulations aimed at accelerating industrial growth by simplifying license amendments and activity changes within designated industrial zones. Under the new guidelines, manufacturers in key sectors—including engineering, food, leather, textiles, and chemicals—can now change or add activities within the same industrial branch without prior committee reviews or preliminary environmental approvals. This "express track" is designed to cut through administrative red tape and empower factories to scale production rapidly.
Dr. Nahid Youssef, Chairperson of the IDA, stated that these reforms follow directives from Eng. Khaled Hashem, Minister of Industry, to alleviate the regulatory burden on investors. The new system allows facilities to add new lines of production simply by notifying the IDA or its regional branches, provided the added activity remains within the same sector and does not increase the machine power by more than 25%. By removing long-standing procedural hurdles, the government aims to foster operational flexibility and deepen local manufacturing capabilities in line with Egypt's 2030 development goals.
