Egypt’s Prime Minister Nominates Jihan Zaki as Minister of Culture
Egyptian Prime Minister Dr. Mostafa Madbouly has nominated Jihan Zaki to assume the position of Minister of Culture, succeeding Dr. Ahmed Fouad Hanno, as part of the anticipated cabinet reshuffle.
The nomination is being carried out in accordance with Article 129 of the Internal Regulations of the House of Representatives, which authorizes the President of the Republic to introduce ministerial changes after consultation with the Prime Minister. The President must submit an official letter to Parliament specifying the ministries subject to change, to be presented during the first plenary session following its receipt.
In the event that Parliament is not in regular session, lawmakers are required to convene an emergency session within one week to discuss and decide on the proposed cabinet amendment. Approval is granted through a collective vote by a majority of attending members, provided that the number does not fall below one-third of the total parliamentary membership. The President is then formally notified of the outcome.
The regulations also stipulate adherence to relevant constitutional provisions, including Article 146, governing the appointment of the Ministers of Defense, Interior, Foreign Affairs, and Justice, as well as Article 234, which regulates the appointment of the Minister of Defense.
The House of Representatives, chaired by Counselor Hisham Badawi, is currently holding an emergency session to consider the proposed ministerial changes. Earlier, Counselor Ahmed Menaa, Secretary-General of the House, notified MPs of a general session scheduled for 1:00 PM on Tuesday, February 10, 2026, stressing the importance of attendance.
