Egypt’s Parliament Nominates Diaa Rashwan as Minister of State for Media Affairs

The House of Representatives announced that Prime Minister Dr. Mostafa Madbouly has nominated Diaa Rashwan for the position of Minister of State for Media Affairs.

According to Article 129 of the House of Representatives’ Internal Bylaws, the President of the Republic may introduce a cabinet reshuffle after consultation with the Prime Minister. A formal letter outlining the proposed ministerial changes must be submitted to Parliament and presented by the Speaker during the first session following its receipt.

If Parliament is not in session, an emergency session must be convened within one week of receiving the presidential letter to deliberate on the decision. Approval of the cabinet reshuffle is granted collectively, requiring the consent of a majority of attending members, provided that the approval is not less than one-third of the total number of MPs. The President is then formally notified of the outcome.

In all cases, constitutional provisions must be observed, including Article 146 of the Constitution, which governs the selection of the Ministers of Defense, Interior, Foreign Affairs, and Justice, as well as Article 234, which regulates the appointment of the Minister of Defense.

The House of Representatives, chaired by Counselor Hisham Badawi, is currently holding an emergency plenary session to review the matter.

Earlier, Counselor Ahmed Menaa, Secretary-General of the House, had circulated an official notice to members stating that a general session would be convened to discuss an urgent matter at 1:00 PM on Tuesday, February 10, 2026, stressing the importance of full attendance.
