Egypt’s Financial Regulatory Authority Issues Rules Governing Medical Malpractice Insurance Scheme

The Financial Regulatory Authority (FRA), chaired by Dr. Mohamed Farid, has issued the regulatory framework governing insurance operations covered by the Government Medical Malpractice Insurance Fund, aiming to ensure clarity of terms, conditions, beneficiary categories, and pricing mechanisms, while enhancing the efficiency and sustainability of the insurance system.

The move comes as part of the implementation of the Unified Insurance Law and the Medical Liability and Patient Safety Law, establishing a structured and transparent insurance model for medical practice in Egypt.

The FRA’s decision focuses on defining annual insurance premiums for individuals and medical facilities based on the nature of their activities, while obligating the fund to conduct actuarial studies to ensure fair pricing and long-term financial sustainability.

Dr. Mohamed Farid stated that the new rules represent a key step toward building a sustainable insurance framework that strengthens patient protection and regulates professional medical liability according to clear insurance principles aligned with international best practices.

Under the system, the fund will compensate beneficiaries in cases of death, permanent disability, or bodily injury resulting from medical errors, either directly or through agreements with insurance companies or approved insurance pools.

Premium Structure and Actuarial Framework

According to FRA Decision No. 303 of 2025, the fund’s board must appoint a registered actuarial expert to prepare actuarial studies based on actual experience during the fund’s first three years, with the option to update pricing whenever necessary.

The annual premium for medical practitioners was set at EGP 240 for general practitioners and EGP 920 for specialized physicians. Dentists and physical therapy practitioners will pay EGP 160 for general practitioners and EGP 400 for specialized grades, while pharmacists will pay EGP 240, and other licensed medical professionals EGP 100 annually.

A 25% discount will apply during the first licensing period for newly graduated practitioners.

For medical facilities, annual premiums were set at EGP 24,000 for hospitals with up to 50 beds, with an additional EGP 500 per extra bed. Medical centers will pay EGP 9,600, radiology centers EGP 3,600, laboratories EGP 2,400, and pharmacies EGP 1,200 annually.

The pricing structure was developed based on actuarial studies conducted in coordination with the Ministry of Health and Population and the Federation of Medical Syndicates, ensuring balanced and fair premiums without excessive financial burden.

Subscription to the fund is mandatory for practicing medical professions, licensing, and license renewal of medical facilities.
