Egypt is Africa”s first in the Government Readiness Index for Artificial Intelligence 2025 issued by Oxford Insights

Egypt ranked first in Africa in the Government Readiness Index for Artificial Intelligence for 2025 issued by Oxford Insights, where it advanced 14 positions in the index to occupy the 51st place globally out of 195 countries, achieving 57.5 points, compared to 65th place out of 188 countries achieving 55.6 points in 2024. Egypt also came in third place in the Arab world, compared to seventh place in the Arab world last year.

Egypt topped the global ranking in the policy capacity axis, achieving 100 full points, with the participation of the United Kingdom, Serbia and Australia, which is the axis that measures the government's ability to formulate and implement effective policies in the field of artificial intelligence, in line with a clear national vision to guide the uses of artificial intelligence to serve the state, in addition to assessing the availability of resources necessary to implement this vision, and the level of participation in the relevant international agreements.

Egypt also ranked first in the Arab world in the axis of resilience (Resilience), which measures the state's ability to manage the social, economic and environmental challenges resulting from the expansion of the adoption of artificial intelligence applications, including the willingness to deal with potential risks that may affect the security of society as a result of the expansion of artificial intelligence programs.

Commenting on the results of the index, Dr. Amr Talaat, Minister of Communications and Information Technology, stressed that this progress reflects the success of the efforts made by the Ministry of Communications and Information Technology in employing artificial intelligence technologies to serve society, through the development of an integrated framework of policies supporting the responsible and effective use of these technologies, foremost of which is the launch of the second edition of the National Strategy for Artificial Intelligence in early 2025. He pointed out that the strategy is based on six main axes that include: governance to ensure the responsible use of artificial intelligence, and the development of applications to adapt these technologies to improve the efficiency of services and develop sectors, enhance the availability and quality of data by regulating their circulation and governance, and providing advanced infrastructure to enable the development of artificial intelligence Its dissemination, in addition to building an ecosystem that supports innovation by supporting local startups and promoting venture capital investments, as well as developing and expanding the national skills and competencies base in the field of artificial intelligence.

He added that one of the most prominent factors that contributed to enhancing Egypt's progress in the index are the efforts achieved to strengthen international and regional cooperation in this field, and support partnerships with international institutions and companies, as well as the development and expansion achieved in specialized digital capacity building programs implemented by the Ministry for various age groups, and for employees of the state administrative apparatus, as well as organizing specialized competitions, supporting scientific research and innovative ideas in the field of artificial intelligence; In addition to Egypt's superiority in the field of cybersecurity, and its classification among the top 12 countries in the world by obtaining 100 full points in the global cybersecurity index issued by the International Telecommunication Union, to support Building a secure artificial intelligence system.

Dr. Amr Talaat pointed to the successes achieved by the Applied Innovation Center in developing intelligent systems that serve vital sectors, including the early detection system for breast cancer using artificial intelligence, and the system of converting sound to written text within the remote litigation system.

It is worth mentioning that Egypt had made progress of 46 positions in the Government Readiness Index for Artificial Intelligence during the period from 2019 to 2024, rising from 111th place globally in 2019 to 65th place globally in 2024.
