Egypt Tops Africa in 2025 Government AI Readiness Index, Ranks First Globally in Policy Capacity
Egypt has ranked first in Africa in the 2025 Government AI Readiness Index, issued by Oxford Insights, advancing 14 places globally to secure 51st position worldwide among 195 countries.

According to the report, Egypt achieved a score of 57.5 points in 2025, up from 55.6 points in 2024, when it ranked 65th globally out of 188 countries. Regionally, Egypt climbed to third place in the Arab world, compared to seventh place last year.
Global Leadership in Policy Capacity
The index highlighted Egypt’s exceptional performance in the Policy Capacity pillar, where it ranked first globally with a perfect score of 100 points, tied with the United Kingdom, Serbia, and Australia. This pillar assesses governments’ ability to design and implement effective artificial intelligence policies aligned with a clear national vision, as well as the availability of resources to execute that vision and the level of engagement in relevant international agreements.
Regional Lead in Resilience
Egypt also ranked first in the Arab region in the Resilience pillar, which measures a country’s ability to manage the social, economic, and environmental challenges associated with the expansion of AI adoption. This includes preparedness to mitigate potential risks that could affect societal security as AI systems become more widely deployed.
Minister Highlights National AI Strategy
Commenting on the results, Amr Talaat, Minister of Communications and Information Technology, said the achievement reflects the success of Egypt’s efforts to harness artificial intelligence technologies in service of society, supported by a comprehensive policy framework that promotes the responsible and effective use of AI.
He noted that a cornerstone of these efforts was the launch of the second edition of Egypt’s National Artificial Intelligence Strategy in early 2025. The strategy is built around six key pillars:
Governance to ensure responsible AI use
Application development to enhance service efficiency and sectoral development
Data availability and quality through structured data governance
Advanced infrastructure to enable AI development and deployment
A supportive innovation ecosystem, including backing local startups and attracting venture capital investment
Expanding national AI skills and talent pipelines
International Partnerships and Capacity Building
Talaat added that Egypt’s improved ranking was driven by strengthened international and regional cooperation, expanded partnerships with global institutions and technology companies, and the continued growth of specialized digital capacity-building programs targeting different age groups and public sector employees.
He also pointed to the role of AI-focused competitions, support for scientific research, and the encouragement of innovative ideas in advancing the national AI ecosystem.
Cybersecurity Strength Supports AI Ecosystem
The minister emphasized that Egypt’s strong cybersecurity standing further reinforces its AI readiness. Egypt is ranked among the top 12 countries globally in the Global Cybersecurity Index issued by the International Telecommunication Union, achieving a perfect score of 100 points, providing a secure foundation for AI systems and applications.
Applied Innovation Success Stories
Talaat highlighted achievements of the Applied Innovation Center, including the development of AI-powered solutions for critical sectors. These include an early breast cancer detection system using artificial intelligence, and a speech-to-text platform integrated into remote litigation systems.
Sustained Progress Since 2019
Egypt’s performance in the index reflects a long-term upward trajectory. Between 2019 and 2024, the country advanced 46 places globally, rising from 111th position in 2019 to 65th in 2024, before reaching its current ranking in the 2025 edition.
The latest results underscore Egypt’s growing role as a regional leader in artificial intelligence governance, policy design, and responsible technology deployment.
