Amr Talaat, Minister of Communications and Information Technology, held a meeting with members of the Telecommunications Industry Committee at the National Telecommunications Regulatory Authority (NTRA), following the committee’s new formation, which brings together a distinguished group of industry leaders and experts from Egypt’s ICT sector.
The meeting reviewed key strategic pillars for advancing Egypt’s telecommunications industry, addressed expected challenges in the coming phase, and highlighted state-led efforts, through the NTRA and the committee, to strengthen the sector’s capabilities in line with the Digital Egypt Strategy and the country’s transition toward a knowledge-based economy.
In his remarks, Talaat emphasized that the ICT sector has undergone an unprecedented qualitative transformation in recent years, evolving into a productive, service-driven industry that plays a central role in economic growth and sustainable development. He noted that the sector has recorded the highest growth rates among all state sectors for the seventh consecutive year, ranging between 14% and 16%, while increasing its contribution to GDP to nearly 6%.
The minister also referred to the Global Outsourcing Industry Summit, during which agreements were signed with 55 international and local companies to expand operations in Egypt, creating around 75,000 new job opportunities. He stressed that this reflects the strong commitment of the state to developing the outsourcing industry, underscored by the President’s meeting with the heads and executives of participating companies.
Talaat added that digital exports rose by 124% over seven years to reach USD 7.4 billion, while outsourcing exports doubled within three years to record USD 4.8 billion in 2025. He further highlighted Egypt’s advancement by 47 positions in the 2025 Digital Government Maturity Index issued by the World Bank, ranking 22nd globally compared to 69th previously, placing Egypt among the leading countries in the highest digital government category (Group A).
The minister reaffirmed the state’s focus on strengthening cybersecurity, citing Egypt’s signing of the United Nations Convention on Cybercrime and the announcement of cooperation to establish the Egyptian-African Center for the Prevention and Combating of Cybercrime, in partnership with the United Nations Office on Drugs and Crime.
Addressing electronics manufacturing localization, Talaat said Egypt has succeeded in attracting 15 major global mobile handset brands, with local component ratios exceeding 40%. He revealed that more than 10 million mobile devices were produced during the current year, compared to 3.3 million units last year, stressing that the mobile device governance system primarily aims to protect and support local manufacturing.
The meeting also reviewed the role of the NTRA and the Telecommunications Industry Committee in launching a new bundle of advanced services, including 5G services, Internet of Things (IoT) solutions for connected vehicles, WiFi Calling to enhance call quality inside buildings, and embedded SIM (eSIM) services that offer users greater flexibility in managing their mobile lines.
At the conclusion of the meeting, the Telecommunications Industry Committee issued several key recommendations to support the national industry, highlighting the importance of opening new horizons for telecom manufacturing, addressing challenges related to local production, exploring opportunities for developing data centers and cloud computing services, expanding the local manufacturing of telecom equipment, and introducing effective mechanisms to support and encourage locally made products.
Talaat concluded by expressing his confidence in the pivotal role of the committee in its new formation, describing it as a cornerstone for enhancing coordination among sector stakeholders and a clear reflection of the state’s commitment to unifying efforts and deepening collaboration to advance Egypt’s telecommunications industry.
