The Information Technology Industry Development Agency (ITIDA) participated as a government partner in the first Arab Conference on Judiciary, held under the theme “Challenges of Judicial Work and Capacity Building in the Era of Artificial Intelligence." The event was organized by the Egyptian State Lawsuits Authority (ESLA) in collaboration with the Arab Administrative Development Organization (ARADO) from May 5 to 7 in Cairo.

The conference aimed to explore opportunities for employing artificial intelligence (AI) to enhance judicial institutions and improve the efficiency of judicial work. It addressed ethical and legal challenges of AI applications, and discussed strategies for building human capacities to effectively engage with these technologies, all in line with the Digital Egypt strategy and Vision 2030.

The event brought together more than 200 legal advisors and judges from Egypt, Jordan, the UAE, Bahrain, Saudi Arabia, Sudan, Oman, Qatar, Kuwait, Libya, and Yemen.

Across several sessions, 39 experts shared insights on topics such as the challenges of integrating AI into judicial work, the use of AI in criminal justice and intellectual property, algorithm governance, transparency and fairness, the digital infrastructure of the justice system, and building digital judicial capacities. The conference also highlighted successful regional and international experiences.

Key recommendations included:

- Developing a comprehensive Arab strategy for using AI in judicial systems

- Issuing national AI laws in each Arab country to establish clear legal and institutional frameworks for AI governance

- Enhancing the digital infrastructure of the justice system

- Strengthening digital integration and institutional coordination between judicial bodies and state institutions

- Establishing effective human oversight and supervision mechanisms for AI technologies

- Including AI and logical thinking in university and judicial education

- Promoting collaboration between judicial bodies, universities, and research centers

- Encouraging the exchange of expertise among Arab countries on the use of AI in judicial institutions

The conference also announced several follow-up actions, such as organizing the second edition of the conference in May 2026; launching the first Arab legal hackathon in Q3 2025, to be organized by ITIDA, focusing on innovative AI solutions to support judicial work while ensuring integrity and transparency; and holding specialized workshops and training programs, with the first being a session on developing legal skills and logical thinking for administrative leaders, on July 21–24, 2025.

The event was held under the auspices of various governmental and academic entities, including the Cabinet’s Information and Decision Support Center (IDSC) and Queen Mary University of London. Experts from major tech firms and international organizations also took part, such as the World Intellectual Property Organization (WIPO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the United Nations Office on Drugs and Crime (UNODC).

The conference was part of the “A New Beginning for Human Development” presidential initiative, which focuses on capacity building and institutional development through digital transformation and professional training.
