National Partnership Between NTRA and General Federation of NGOs to Enhance Children’s Digital Safety and Protect Telecom Users

The National Telecommunications Regulatory Authority (NTRA) signed a joint cooperation protocol with the General Federation of NGOs and Foundations titled "A National Partnership to Protect Telecom Users' Rights and Ensure Children's Online Safety." This collaboration aims to expand community awareness about digital environment risks and scale educational initiatives across all governorates—particularly in under-served areas—by leveraging the extensive geographical reach of civil society organizations.

A Safe Digital Environment and Enhanced User Protection

The signing ceremony was attended by Eng. Mohamed Shamroukh, CEO of NTRA, and Dr. Talaat Abdel Kawy, President of the General Federation of NGOs and Foundations.

Eng. Mohamed Shamroukh emphasized that protecting telecom users' rights and safeguarding children online are top priorities for NTRA, serving as fundamental pillars for building a secure and inclusive digital society. He noted that the development of Egypt's telecom sector goes beyond infrastructure expansion and network quality improvements to include building a robust protection system that ensures transparency, user empowerment, and safe access to digital services.

Direct Engagement Strategy and "Et تطمِّن" (Rest Assured) Child Protection Services

"Shamroukh" pointed out that partnering with civil society organizations is a key driver for direct communication with citizens to identify their daily needs and challenges.

He added that protecting children from online risks is a shared national responsibility requiring combined efforts from regulatory bodies, service providers, educational institutions, civil society, and families. He highlighted NTRA’s development of an integrated child protection framework, including the "Etm'en" (Rest Assured) and "Etm'en 'Ala El-Akhar" (Check on the Other) services. These services equip parents with parental control tools and guidelines for safer internet usage. The General Federation of NGOs will help raise awareness of these services through field activities and community events.

Empowering Families with Digital Awareness and Parental Controls

For his part, Dr. Talaat Abdel Kawy stated that signing this protocol marks a pivotal step toward amplifying the role of civil society in supporting state efforts toward a safer digital transformation.

He added that NGOs will utilize their field expertise and organizational capacity to launch community programs targeting families, youth, and children. These initiatives will promote responsible technology use and provide parents with digital safety tools and parental control mechanisms to ensure child safety across online platforms
