Coursera Report Highlights UAE’s Leadership in AI Literacy and Strategic Workforce Development
A new report issued by the global online learning platform Coursera underscores the United Arab Emirates’ advanced position in developing one of the region's most comprehensive and effective Artificial Intelligence (AI) frameworks. The UAE is actively embedding AI literacy into its national roadmap to boost economic competitiveness, upskill its workforce, and ensure the responsible adoption of AI technologies.
The report, titled "Navigating AI Regulation in the GCC: A Guide to Building an AI-Literate and Compliant Workforce," highlights that initiatives such as the "National AI Strategy 2031" and the "AI Development and Use Charter" reflect the country's high level of regulatory maturity and readiness.
A Distinctive Regional Approach to AI Governance
The report analyzes the regulatory environments across the GCC—specifically the UAE, Saudi Arabia, Qatar, Bahrain, and Kuwait. It notes a unique regional approach where AI literacy is not viewed merely as an independent skill-acquisition initiative, but rather as a core strategic pillar.
Unlike many regulatory frameworks in Europe and North America, where talent development and policymaking are often siloed, the UAE treats AI workforce capacity as a tangible national objective and a driver of competitive advantage, directly linked to the state's economic diversification vision.
"The successful adoption of AI applications in the UAE fundamentally depends on a workforce equipped with the necessary skills to use these technologies responsibly," stated Kais Zribi, General Manager for the Middle East and Africa at Coursera.
Zribi added that mastering core AI skills has become a critical engine for both organizational readiness and regulatory agility. Companies that proactively prioritize upskilling will be better positioned to navigate shifting regulations, accelerate innovation, and extract the full value of AI.
