e& Egypt Signs Cooperation Protocol with HCWW to Strengthen Digital Infrastructure and Maximize Asset Utilization
e& Egypt, a leading provider of telecommunications, information technology, and digital transformation solutions, has signed a strategic cooperation protocol with the Holding Company for Water and Wastewater (HCWW) to enable the use of selected sites and facilities owned by the holding company and its affiliates for the construction and operation of telecommunications towers and base stations across Egypt.
The partnership aims to strengthen the country’s digital infrastructure, enhance the quality and coverage of telecommunications services, and support Egypt’s ongoing digital transformation agenda while maximizing the value of state-owned assets.
The protocol was signed by Eng. Hossam El-Maadawy, Chief Enterprise Officer at e& Egypt, and Eng. Mostafa El-Shimy, Chairman of the Holding Company for Water and Wastewater, in the presence of senior officials from both organizations.
Commenting on the agreement, Eng. Hossam El-Maadawy said the protocol represents a successful model of cooperation between the telecommunications sector and the public sector, reflecting the importance of strategic partnerships with state institutions in advancing Egypt’s digital transformation through the efficient utilization of existing infrastructure.
“We believe that developing digital infrastructure is a cornerstone of building a more advanced digital economy. This partnership will enable the Holding Company to benefit from more advanced telecommunications services while making more efficient use of its available assets, creating sustainable value for all stakeholders and maintaining the highest standards of quality,” El-Maadawy said.
He added that e& Egypt is committed to implementing its projects in close coordination with its partners to ensure the continued efficiency of water services and achieve the best possible outcomes.
For his part, Eng. Mostafa El-Shimy stated that the protocol aligns with HCWW’s strategy to maximize the utilization of underused assets while supporting the government’s digital transformation efforts and improving telecommunications services. He noted that the agreement will generate sustainable economic returns for the Holding Company and its subsidiaries without affecting the operational efficiency of water supply and wastewater facilities.
El-Shimy added that the cooperation with e& Egypt represents a successful public-private partnership model that will contribute to building a more efficient telecommunications infrastructure to support national development plans, while also enhancing the financial resources of HCWW’s affiliated companies, ultimately benefiting the quality of water and wastewater services provided to citizens.
He further explained that the protocol establishes a unified framework governing technical and administrative cooperation between both parties, ensuring the protection of assets and the continuity of operations.
The protocol outlines mechanisms for utilizing existing infrastructure to support the development of Egypt’s national database, advance the country’s digital transformation objectives, optimize investments in assets owned by HCWW and its subsidiaries, and generate sustainable long-term returns.
The signing ceremony was attended on behalf of HCWW by Dr. Salah Bayoumi, Vice Chairman; Major General Assem Shokr, Vice Chairman; Dr. Abou El-Abbas Eissa, Vice Chairman; Dr. Mohsen Abdel Gid, Financial, Administrative and Commercial Advisor to the Chairman; and Dr. Mai Afifi, General Manager of Investment and Resource Development.
